Key Points to Consider When Investing in Carmel
- Short-Term Rentals: Inside the City of Carmel-by-the-Sea’s residential districts, rentals of fewer than 30 consecutive days are prohibited. If you’re counting on short-term rental income, you’ll need to focus on permitted zones/uses (e.g., certain commercial or R-4 situations) or pivot to 30+ day leasing.
- Security Deposits: Since July 1, 2024, California’s AB 12 law limits most landlords to charging a maximum of one month’s rent as a security deposit. Only very small landlords (those who own no more than 2 properties with up to 4 total units) are allowed to charge up to two months’ rent.
- Risk Factors: All properties in Carmel’s 93921 area have some level of wildfire risk, and about 7% of homes are at high risk of severe flooding within the next 30 years. This makes it important for investors to plan with the right insurance coverage and reserve funds.
Market Growth Statistics
As of July 2025, Carmel’s median home price is $3.3 million in ZIP 93921, with price per square foot up nearly 20% to $2,160, showing strong value despite slight year-over-year dips. On the rental side, the average monthly rent is $5,400, about 157% above the national average, while the median rent is $4,397, reflecting steady demand even with a small 2% decline.
Carmel’s tourism economy generated $3.1 billion in visitor spending in 2024, fueling jobs and supporting long-term rental demand. With a small, affluent population (median income $115,729; 58% homeownership), the market combines high rental income potential with stable long-term appreciation.
Why Invest in Carmel?
Carmel is one of California’s most sought-after coastal markets, offering charm, stability, and lasting value. Its unique mix of prestige, strong demand, and limited supply makes it a smart choice for real estate investors.
- Prestige Market: Storybook village character and proximity to Pebble Beach keep Carmel one of California’s most desirable addresses.
- Stable Demand: Affluent demographics ($115K+ median income) and a strong tourism economy (~$3.1B in visitor spending in 2024) support long-term rental demand.
- Supply Constraints: Strict zoning and rental rules preserve neighborhood appeal and protect values.
